Weil beide Dokumente Vorgaben dazu machen, wie Medizinprodukte zu entwickeln sind, gibt es Unsicherheit dar\u00fcber, welche Information in welches Dokument geh\u00f6rt.<\/p>\n\n\n\n<p>Dieser Artikel l\u00f6st das auf und betrachtet dabei auch die Software. Beim Entwicklungsprozess sind das:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Beschreibung des Entwicklungsprozesses<\/li>\n\n\n\n<li>Verfahrensanweisung Entwicklung<\/li>\n\n\n\n<li>Entwicklungs-SOP<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">a) Inhalte<\/h3>\n\n\n\n<p>Eine&nbsp;Verfahrens- oder Prozessbeschreibung sollte <strong>allgemein, d. h. unabh\u00e4ngig von einem konkreten Produkt oder Projekt<\/strong>&nbsp;festlegen, wer wann wie welche T\u00e4tigkeit mit welchem Input und welchem Output durchf\u00fchrt.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td><strong>Aspekt<\/strong><\/td><td><strong>Beschreibung<\/strong><\/td><td><strong>Beispiel<\/strong><\/td><\/tr><tr><td>Was<\/td><td>T\u00e4tigkeiten. die durchgef\u00fchrt werden m\u00fcssen<\/td><td>Die Systemarchitektur des Produkts muss entworfen, dokumentiert und verifiziert werden.<\/td><\/tr><tr><td>Wann<\/td><td>Festlegung der sequenziellen oder\/und parallelen Reihenfolge der T\u00e4tigkeiten. Sie fordert f\u00fcr programmierbare elektrische medizinische Systeme (PEMS) &#8222;lediglich&#8220;:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Es muss ein PEMS-ENTWICKLUNGS-LEBENSZYKLUS dokumentiert werden.<\/p>\n<cite>IEC 60601-1 Kapitel 14.4<\/cite><\/blockquote>\n\n\n\n<p>Diese Forderung l\u00e4sst sich auch durch einen Entwicklungsplan erf\u00fcllen.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">IEC 62304<\/h4>\n\n\n\n<p>Auch die IEC 62304 besteht auf keiner allgemeinen Prozess- oder Verfahrensbeschreibung. Selbst im Kapitel &#8222;Software-Entwicklungsprozess&#8220; fordert sie &#8222;nur&#8220; einen Software-Entwicklungsplan und stellt Anforderungen an die T\u00e4tigkeiten im Rahmen der Software-Entwicklung.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"entwicklungsplan\">2. Entwicklungsplan<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">a) Inhalte<\/h3>\n\n\n\n<p>Der <strong>Entwicklungsplan<\/strong> muss die Vorgaben f\u00fcr ein <strong>konkretes Entwicklungsprojekt<\/strong> bzw. zu entwickelndes Produkt festlegen.<\/p>\n\n\n\n<p>Wenn die \u201eEntwicklungs-SOP\u201c das Vorgehen weitgehend regelt (also fast alle notwendigen Vorgaben macht), enth\u00e4lt der Entwicklungsplan neben dem Verweis auf die Entwicklungs-SOP nur noch Aspekte wie:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Konkrete Festlegung der Termine bzw. Zuordnung der Termine zu den im Entwicklungsprozess definierten Meilensteinen<\/li>\n\n\n\n<li>Zuordnung von Personen zu den Rollen, die die Beschreibung des Entwicklungsprozesses fordert<\/li>\n\n\n\n<li>\u00c4nderungen gegen\u00fcber den Vorgaben durch den Entwicklungsprozess (wenn dieser Freiheitsgrade einr\u00e4umt)<\/li>\n\n\n\n<li>Sonstige Festlegungen, welche die Prozessbeschreibung erlaubt oder fordert. Beispielsweise kann der Inhalt von Checklisten zum Code Review von der im jeweiligen Entwicklungsprojekt gew\u00e4hlten Programmiersprache abh\u00e4ngen.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">b) Dokumentation<\/h3>\n\n\n\n<p>Der Entwicklungsplan l\u00e4sst sich damit auf ein zweiseitiges Dokument eindampfen. Das besteht beispielsweise aus:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Deckblatt mit \n<ul class=\"wp-block-list\">\n<li>Referenzen zum Produkt (z. B. <a href=\"https:\/\/www.johner-institut.de\/blog\/regulatory-affairs\/unique-device-identification-udi\/\">UDI<\/a>-DI)<\/li>\n\n\n\n<li>Elementen zur Dokumentenlenkung (z. B. Version, Autor)<\/li>\n\n\n\n<li>Referenz auf den Entwicklungsprozess<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Tabellen mit Zuordnungen, z. B. von Personen zu Rollen<\/li>\n\n\n\n<li>Kurzen Abschnitten mit Erg\u00e4nzungen<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">c) Regulatorische Anforderungen<\/h3>\n\n\n\n<h4 class=\"wp-block-heading\">MDR, IVDR<\/h4>\n\n\n\n<p><a href=\"https:\/\/www.johner-institut.de\/blog\/tag\/mdr\/\">MDR<\/a> und <a href=\"https:\/\/www.johner-institut.de\/blog\/regulatory-affairs\/ivdr-in-vitro-diagnostic-device-regulation\/\">IVDR<\/a> stellen keine spezifischen Anforderungen an Entwicklungspl\u00e4ne.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">ISO 13485<\/h4>\n\n\n\n<p>Die Qualit\u00e4tsmanagementnorm besteht auf einem Entwicklungsplan. Welche Inhalte dieser abdecken muss, legt das Kapitel &#8222;7.3.2 Entwicklungsplanung&#8220; fest.<\/p>\n\n\n\n<p>Dazu z\u00e4hlen die Entwicklungsphasen. Das bedeutet, dass die Beschreibung des Entwicklungsprozesses (die allgemeine Verfahrensanweisung) diese Vorgaben nicht enthalten muss oder dass der Entwicklungsplan diese Vorgaben \u00fcberschreiben darf.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">IEC 60601-1<\/h4>\n\n\n\n<p>Die <a href=\"https:\/\/www.johner-institut.de\/blog\/tag\/iec-60601-1\/\">IEC 60601-1<\/a> unterscheidet nicht zwischen der Verfahrensanweisung und dem Entwicklungsplan. Das bedeutet aber, dass Werkzeuge und Vorgaben zum Testen bereits benannt sind. Das ist allerdings nicht immer sinnvoll. Beispielsweise ist es Aufgabe des Software-Architekten, Technologien wie eine Programmiersprache zu w\u00e4hlen, die geeignet sind, die Software-Anforderungen zu erf\u00fcllen. Abh\u00e4ngig von der Wahl der Programmiersprache \u2013 um das Beispiel fortzuf\u00fchren \u2013 ist jedoch die Wahl<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>der Werkzeuge,<\/li>\n\n\n\n<li>der Testmethoden sowie<\/li>\n\n\n\n<li>der Art und Weise, wie das Konfigurationsmanagement umgesetzt wird.<\/li>\n<\/ul>\n\n\n\n<p>Daher ist es oft notwendig, den Entwicklungsplan w\u00e4hrend des Entwicklungsprozesses anzupassen, was regulatorisch kein Problem ist.<\/p>\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"abgrenzung\" aria-label=\"3.
